CM-1780-0033SC DHEC, BAQ, has received a Conditional Major Operating Renewal Permit Application for this facility, and has drafted an operating permit that, if approved, will limit the facility's potential to emit to below Title V Major Source thresholds, therefore restricting it from Title V Major Source status as defined in SC DHEC Regulation 61-62.70 "Title V Operating Permit Program." The draft permit is subject to review under SC DHEC Regulation 61-62.1; Section II G "Conditional Major Source Permits." This permit will enable the facility to operate in compliance with State and Federal Air Quality Regulations. The draft permit has not yet been approved and is open to comment from the public and the United States Environmental Protection Agency (EPA). If approved, this draft permit will supersede the existing Conditional Major Operating Permit issued to this facility on August 1, 2008.Interested persons may review the material drafted and maintained by DHEC for this facility and submit written comments on the draft permit by the close of business, which is 5:00 p.m., on May 10, 2014, to Soraya Purvis at the above DHEC address or by email at purvissa@dhec.sc.gov. All comments received by May 10, 2014, will be considered when making a decision to approve, disapprove, or modify the draft permit. Where there is a significant amount of public interest, DHEC may hold a public hearing to receive additional comments. Public hearing requests can also be made in writing to Soraya Purvis. If a public hearing is requested and scheduled, notice will be given in this newspaper thirty (30) days in advance. Information regarding final review procedures is available from DHEC's legal office at the above address or by calling (803) 898-3350.
